Airport Full Scale Exercise to Test Readiness

Live Exercise to Include Multiple Responding Agencies

The A. B. Won Pat International Airport Authority, Guam (GIAA) will be conducting its Triennial Full-Scale Disaster Exercise (FSE), in the morning hours of Friday, November 13, 2026. This activity will test our highest level of operations-based emergency simulation – testing the Airport’s emergency plans, communications, and response capabilities in a real-time, high-stress environment. Like previous exercised, this FSE will involve the actual mobilization and movement of emergency personnel, vehicles, equipment, and role-played casualties with the full involvement of associated agencies and mutual aid partners.

The traveling public is advised to anticipate unusually high response activity and the movement of equipment (police vehicles, firefighting trucks, ambulances, federal response vehicles, etc.) and personnel responding to a simulated aircraft emergency on Airport property. Please plan your routes accordingly and give right of way to responding emergency vehicles.

The Federal Aviation Administration’s (FAA) Federal Aviation Regulation Part 139 requires that GIAA conduct a full-scale disaster exercise on Airport property every three years to test the Airport’s Emergency Plan (AEP). GIAA’s last exercise was held November 15, 2023.

“We thank our partners in this exercise for their participation and our community for their understanding and support. We can only learn respond better and improve our emergency response capabilities by executing these types of exercises.” stated John “JQ” Quinata, GIAA Executive Manager

This is only an exercise and will not affect the normal operations of the airport facility or any regularly scheduled flight activity.
