Legislation Passed to Support Airport Financial Stability and Continued Retail Concession Activity

The 38th Guam Legislature successfully passed legislation introduced by Governor Lou Leon Guerrero authorizing the A.B. Won Pat International Airport Authority to extend its existing retail concession agreement for a term of up to 3 years.

This measure provides the Airport with flexibility to ensure uninterrupted retail and passenger services beyond the term of the current concession contract ending July 20, 2026.

“This is a positive and forward-looking step that supports operational continuity and financial sustainability,” said Executive Manager John Quinata.

Revenues generated through concessions remain a vital part of the Airport’s overall financial health. This legislation helps preserve airport concession revenues, continuity in concession operations, avoids potential impact to government bond ratings and finances, and mitigates increases in airport rates and charges in an already challenging aviation and tourism industry.

The passage of this legislation reflects a coordinated effort to support recovery, maintain financial stability, and position the airport for success.
