New Police Chief Coming on Board at Airport
Monday, June 3, 2019
Tamuning — The Antonio B. Won Pat International Airport Authority, Guam (GIAA) has filled their top police position and announces that Mr. Vicente M.C. Naputi will be the new Chief of Airport Police. Mr. Naputi was selected from a competitive field of six (6) total eligible finalists applicants and assumes his new role on Monday, June 10, 2019.
Airport Police Chief Naputi is no stranger to the airport, having initially served in Airport Police from 1991 to 1994, during which time he successfully completed the intensive training of the 33rd Police Cycle in 1992. He left the Airport as an Airport Police Officer II and over the years since then continued to build an impressive background in related critical law enforcement skills in his employment as a Deputy Marshal I then, II and III with the Judiciary of Guam from November 1994 to November 2004. For a year, from October 1999 to October 2000 he also served in the Guam Police Department Police Reserves as a Special Agent in the special investigation section (narcotics).
When Mr. Naputi temporarily relocated to the mainland, he continued in the related field of law enforcement where he was hired as a Specialist/Investigator in the Boise, Idaho Child Support Enforcement Division from July 2005 to 2006, then as the Dean of Students/Security Officer for the Centennial High School, Meridian School District of Boise, Idaho from October 2006 through December 2008. In 2009, Naputi returned home to Guam and resumed his law enforcement career as a Deputy Marshal with the Judiciary of Guam.
Mr. Naputi is most well known as a highly qualified and certificated trainer in a myriad of skills and aspects of law enforcement. He has honed his training skills over the years, beginning in 2000 when he initially joined the Guam Community College (GCC) Training Academy as a cadre instructor until now where he serves as an adjunct professor in GCC’s Criminal Justice Program. He holds numerous law enforcement and instructor certifications and is routinely sought after by local government agencies, our military partners, and governments of neighboring Micronesian islands/nations to train their staff and personnel.
Chief Naputi stated, “It’s an honor to have been chosen. I am confident that my combined years of experience as a Peace Officer at the Airport, Guam Police, and the Judiciary’s Marshal service will enable me to effectively perform at the level of Chief of Airport Police. I’m eager to serve in this new capacity. I bring all the training and experience I’ve acquired over the years and am excited to get on board and to work with my fellow officers to meet the responsibilities and mandates of the Airport Police Division!”
“We are happy to have finally filled this Police Chief position and to welcome Vince into our Airport family!” said Tom Ada, Airport Executive Manager. “The Airport’s security is a critical component of the variety of services that we provide as Guam’s only civilian airport. I’m confident that, with his extensive background and impressive skill set and experience, Mr. Naputi will rise to meet all the expectations of him in this new capacity.”
