A.B. Won Pat International Airport Authority, Guam

Filling a role that has been vacant for over two years, Ms. Dafne Mansapit-Shimizu, CPA brings her overwhelming experience and professional expertise as the A.B. Won Pat International Airport Authority, Guam’s (GIAA’s) Comptroller. Shimizu’s unclassified board appointment was approved at the September 2023 GIAA Board of Directors meeting after her transition from her previously held role as Director of the Department of Revenue and Taxation (DRT).

“On behalf of the GIAA Board of Directors, we are excited to have Dafne join the team of professionals at the airport. She has a proven record of success and her leadership qualities complement the organization,” stated Brian Bamba, Chairman of the GIAA Board of Directors. “At a time when Guam is facing extended travel recovery and associated revenue challenges, Dafne’s fiscal experience is most welcome. The Board looks forward to working with her toward continued airport improvement.”

Shimizu joins the GIAA after nearly five years as the Director of the DRT, where she received accolades for ambitious and impactful programs implemented under her leadership. Prior to her government service, Shimizu was the Vice-President and Chief Financial Officer for Staywell Insurance Group and previously worked as Financial Controller at other Guam businesses and as Tax Manager/Auditor and Senior Tax Accountant at notable CPA firms on Guam throughout her career.

Shimizu graduated from the University of Guam with a Bachelor of Business Administration in Accounting and a Master of Public Administration. She is also a U.S. Certified Public Accountant and is active in community organizations such as the AGA Guam Chapter and Agana Cathedral Basilica. Shimizu was also a recipient of the 2023 AGA National Distinguished Local Government Leadership Award—which recognizes local government professionals who exemplify and promote excellence in government financial management and has demonstrated outstanding leadership.

“Although we continue our recovery from the aftermath of both the COVID-19 pandemic and Typhoon Mawar, we are confident that the addition of Dafne to our Executive Team will yield much more favorable financial outcomes and solutions moving forward,” stated John “JQ” Quinata, Executive Manager of the GIAA. “She has already hit the ground running, and our management team has welcomed her enthusiasm and embraced her work ethic.”

“I also want to thank our Accounting Division staff for their dedication to ensuring continuity of operations while working closely with Deputy Executive Manager Dr. Artemio “Ricky” Hernandez and for achieving a seamless transition for Dafne,” concluded Executive Manager Quinata.

Shimizu officially started as Comptroller of the GIAA on Monday, November 13, 2023.
